Crash when run maintenance tool update

      We always get this crashing when run maintenance tool update.
      I tried to test with Installer framework version 4.5, 4.8 and 4.9 and get same issue.
      It happens after we change our installer to copy maintenance tool bundle into package data following this instruction (to help the maintenance tool is signed and notarized)
