License-list height is hardcoded (and too high in the common case)

Purely cosmetic issue.

The list of licenses has room for ~six lines, even though commonly there's need for only three. 

The size is adjustable, so the hardcoding is not fixed, and a scrollbar appears if the contents do not fit.
