Extend CreateShortcutOperation to set "Run as administrator" flag on the shortcut file

At the moment it is not possible to set the shortcut flag to start an application as administrator.

As a workaround one can create a wrapper (VBScript or EXE) which uses ShellExecute with 'runas' verb to launch the application as an Administrator. Then one of the shortcuts is pointing to this wrapper instead of the actual application.
