Root directory is not removed if installed to AdminDirectory

If a program was installed to a privileged location (e.g. c:\Program Files) the uninstaller removes the entire contents of the directory, but not the program directory itself (if removing of root directory needs admin privileges).

The program was installed to c:\program files (x86)\vendor\product,
after uninstall the c:\program files (x86)\vendor directory was not removed, even it was empty.

If the program is installed to a non privileged location (e.g. c:\users\username\vendor\product) the directory vendor was removed after uninstallation.
