Make online downloads more fault tolerant

    Description

      If the online connection drops down while downloading content attempt to restart downloading the given package again. The re-try count should be estimated.

      From the past we have seen that some download mirrors work more or less reliably. If the installer could re-try downloading the packages in these cases
      the user would not have to restart the whole installer.
