Don't consider reinstall of the same application with the same version as new installation

Currently IFW works so that if a same application is installed multiple times it will always create new uid for the installed application resulting in multiple entries in the program and features windows.

While this is ok if a new version of the same application is installed it shouldn't create new entry for the same version of the same application.
