Closed bugs cannot be reopened by non-trolls

      Bugs in JIRA that are closed due to inactivity or deemed "out of scope" cannot be reopened or voted on (by the originator). This leads to such bugs (including feature requests) being unlikely to be found in searches as people do not tend to search for closed bugs when looking for things to fix/implement. Non-trolls should be able to reopen bugs.

      The policy of closing bugs that have seen no activity for some (often small) period of time is flawed. Just because nobody is working on it presently does not mean that npbody will be tomorrow. This will be even more true when Open Governance becomes a reality.
