Add plugin for overriding default avatars

    Description

      The default avatar used by Jira when a user isn't found by the system, or when retrieving an avatar without being logged in, is a low resolution png with a question mark. This looks bad and is confusing when these avatars are used in other services such as Gerrit.

      I've written a small plugin to override this.

      We can then replace the Anonymous avatar with the Default high-res (svg) avatar.
