make the vote action visible , don't hide it anymore

I just see that 

Click "Vote" — You will usually have a higher chance of having your bug fixed by voting on an already existing bug than creating a new one.

I think the working mechanism is very exciting, but the  'vote action' was hid for a long time so that users  are unlikely to find it, it would be great to make it visible , and also show how many votes the bug got
