Change the thumbnail for P3 "somewhat important" issues

      Currently P3 shows three down arrows.

      1. This appears less important than P4 which shows one down arrow
      2. This is not easy to like when seeing it on your ticket, it feels the priority is very low.

      I believe we should change it to a dash - to show that this is an average priority. I don't think we should have three down arrows for any priority setting.
