Description
there are tons of open tasks that are assigned to inactive users, which is obviously counter-productive. when a user is deactivated, all their open tasks should always be re-assigned to "automatic". you also need to find a way to fix it for the already affected tasks (https://jira.atlassian.com/browse/JRASERVER-37935 doesn't exactly help regular users to help with that).
the situation is somewhat more complicated with users that are only de-facto inactive. the tqtc off-boarding procedure should include the question "do you expect to continue contributing?", based on which issues should be possibly re-assigned.
also, you should regularly run a query which identifies tasks assigned to de-facto inactive accounts.
