Add an option to save issues as private draft

AFAIK issues can only be saved publicly. Sometimes I'd like to just note some odd behavior before investigating further or asking the local guru about the topic. To do this it would be a great help if I could save reports as private (i.e. only I can see them) drafts and publish them later on.
