Some classes of fatal error will cause the CI system to send an email alert to the administrators.

Sometimes these emails are almost completely useless and have a body such as "no details given", despite the fact that some highly relevant details were right there in the log. For example, "Project is in state building. Cannot continue." when someone has manually triggered a CI project.

We should fix this so that the error details go straight into the email which is sent to us.
