Replace macOS 10.9 with macOS 10.11/12 for Qt 5.9 in the CI

    Description

      Coin is currently building the 5.9 branch with macOS 10.9 builders. macOS 10.9 is no longer supported by Qt 5.9 (see https://codereview.qt-project.org/#/c/171940/) and attempting to run a Qt application there by the time of the 5.9 release will almost certainly result in a crash.

      The 5.9 branch must remove the macOS 10.9 builders in exchange for macOS 10.11 and macOS 10.12 builders ASAP. We are literally years behind in terms of macOS version testing; macOS 10.10 was released in 2014!
