    Description

      Various headers in a QUIP have QUIP numbers as their content; these should be turned into links to the relevant QUIPs, using href="quip-%04d.html" in their links.

      It would also be worth searching the body of each QUIP for matches to /\bQUIP\s+(\d+)\b/ and wrapping the matched text in a link to 'quip-%04.html' % $1.
