Add macOS 10.13 VM to the CI

    Description

      As Qt 5.10 is targeted for a November/December 2017 release, we need to ensure that macOS 10.13 (which will be released September 25th, 2017) is in the CI by then. The GM will presumably be available a week or so before then (around Sept 19th when iOS 11, tvOS 11, and watchOS 4 will be released).

      Throughout the summer we need to make sure we're testing with the 10.13 betas as they are released (as instructed by Apple), so this is also an ongoing task which repeats annually.
