Report::jira::write_stats_for_components_with_many_open_issues() function is not supported properly

    Description

      At the moment Report::jira::write_stats_for_components_with_many_open_issues() is not called however the TestReport.pm comments out the use of 

       \\include.*most-.*issues*.qdoc.

      This feature should be supported via a MetricsConf entry:
      REPORT_ON_COMPONENTS_WITH_MANY_ISSUES
