Change Coin Master/VM time zones to UTC

    Description

      Currently our servers/machines are running on a different time zones (not-UTC) and this is causing inconsistent logging and confusion among users.

       

      To update the Coin master to use different time zone:

      1. Shutdown Coin CI
      2. Change time zone to UTC
      3. Wait couple of hours to avoid inconsistency in logging (optional)
      4. Restart Coin CI
