Utilize squid proxy when provisioning VMs

    Description

      Utilizing our Squid proxy will reduce the bandwidth outwards when running provisioning. This can be achieved by setting http_proxy in the beginning of those scripts causing heavy load on the network. We can't leave this on outside provisioning however, since it would affect the test environment.
