Install latest NDK on Android build machines to prepare for switch to clang

    Description

      At some point we will want to switch to building with the android-clang mkspec by default for our official Android builds. This requires installing the newest NDK first.

      We should prepare for this by preinstalling the NDK on the machines (but keeping and still using the old one until we have verified that we can change the default)
