Disable automatic rebooting through provisioning

    Description

      In a case Windows 7 had gone blue screen and auto rebooted causing the build eventually to time out.

      The automatic rebooting should be disabled since it makes no sense to support the feature via Coin. There is enough complexity in the system already.
