Provision python package pypdf2 for reading PDF files with python to Ubuntu16.04 and Win7 x64, Win10 x86 and Win10 x64 to branches 5.9 (so it will be in upcoming 5.9.7) and dev.
At least on linux
apt-get install python-pypdf2
will do.
