    Description

      When provisioning fails after line "agent:2018/09/24 14:27:47 agent.go:198: Provision succeeded" Coin sees tier2 but those tier2 don't work.

      After rescheduling coin gets stuck at waiting for hardware... in open nebula machines get created but they wont phone home. They have name like Build-qtbase-Windows-Windows-1537797616-94 also logs aren't visible in coin ui for provisioning after rescheduling.
