    Description

      Because of system instabilities, we should update our tools which we are using in the CI. Foremost we have instabilities regarding Windows 10 VMs. These are potentially caused by too old KVM/linux kernels in Ubuntu 17.10 hosts which we are using. We should update those to 18.04, which - after googling about a bit - could fix these issues we've been seeing.

      However, Ubuntu 18.04 is only supported in MAAS 2.4.x. This means that MAAS needs to be updated from our 2.2.2. MAAS 2.4 now only runs on Ubuntu 18.04. So we have to upgrade the distro MAAS is running on.

       
      While updating MAAS and the hosts, it's also a good time to update openNebula from 5.4.1 to 5.6.1. This means that we have to update the container on which openNebula is running to Ubuntu 18.04, since openNebula doesn't provide packages for 17.xx anymore. 

      These upgrades are to be done in a controlled manner. Which means that we don't just schedule a maintenance break and try upgrading the bunch (tried that actually, and had to revert to snapshots before the upgrade). This means we need a 'dev network' where we duplicate as much as possible of the infra we are using, and try to get things working there first. Then we should be able to reproduce everything in production along with a schedule of how long things should take.
