CI metrics break testresults DB

Collecting high granularity infrastructure metrics into testresults database (InfluxDB) causes high resource use and issues for everyone who uses this database. 

Suggest to set up separate InfluxDB instance just for the infrastructure monitoring metrics and keep only test results related data in testresults server. This would make test results users happier since they would have less issues, and infrastructure monitoring would not need to worry about overloading the same DB as everyone else is using.
