Create RTA test for verifying build and test logs

    Description

      Create test for veritying the existence and completeness (there has been issues that the log files have been cut off on some point, verity that the log file has all it's contents) of build and unit test logs.

      To be run in smoke test phase on linux for faster execution time and not increasing RTA smoke round time.
