Update ARMv7 and ARM64 toolchains

    Description

      Current toolchain for ARMv7 and ARM64 are from Yocto pyro release (DC Qt 5.11.3) with GCC 6.4.0. Update those to Yocto sumo release (DC Qt 5.12.0) with GCC 7.3.0.

      These will then match the MIPS64 toolchain added in QTQAINFRA-2492
