Re-enable submitting CI errors to Grafana

      Due to https://bugreports.qt.io/browse/QTQAINFRA-2313 the log submitting of Coin internal failures to Grafana was disabled, which caused the CI python processes to crash.

      The log handler could be re-integrated in the CI processes now that https://codereview.qt-project.org/#/c/245324/ has been merged in.
