Re-use previous test results of the same commit id

If the same test run for the same workitem configuration is executed twice, this will cause all the tests to be re-run, which wastes resources and exposes the integration to flakiness.

The solution would be to share the test results between consequent test runs that have the same testplan and the test run could pick up where it left.
