it should be possible to change the target branch of a change

That is especially important when we branch off into a new version.
E.g. when branching off Qt Creator 2.3 from Qt Creator master, most open gerrit requests have to move to a new branch - at the moment that's only possible by abandoning and recreating a request for the new branch.
