Update QEMU toolchains

      Current toolchain for ARMv7, ARM64 and MIPS64 in DEV are from Yocto sumo  release (DC Qt 5.12.2) with GCC 7.3.0. Update those to Yocto thud release (DC Qt 5.13.0) with GCC 8.2.0.
