Error on accepting contributor agreement

    Description

      On trying to submit an individual contributor agreement through gerrit i received the following error:

      An error occurred
Error 403 (Forbidden): Invalid authentication method. In order to authenticate, prefix the REST endpoint URL with /a/ (e.g. http://example.com/a/projects/).
