Add macOS 10.15(Catalina) into the CI

      Add macOS 10.15 to the CI. Move IOS builds to it and run both the developer build and the packaging build on it as well.
      The 10.15 binaries will be autotested on macOS 10.14 and 10.13, but those older macOS platforms will not perform their own builds anymore.
      Only macOS 10.15 with Xcode 11 will be supported as compilation platform.
