Released branches should be deleted

    Description

      5.12.4 was out on June 17, https://wiki.qt.io/Qt_5.12_Release

      After that, 5.12.4 should be closed in gerrit. When merge finished(qt5 and everysubmodules), 5.12.4 branch should be deleted.

      But with different products, like Qt Automation and etc, the thing becomes more complex. Better to define a procedure or make sure the dependencies.

      Anyway, a case happened recently, https://codereview.qt-project.org/c/qt/qtopcua/+/268165

      We can merge qtopcua 5.12.4 to 5.12 for now.
