Branch '5.15' from '5.14' after final downmerge

    Description

      We have agreed that after '5.14' final downmerge and Qt 5.14 FF we also create '5.15' from '5.14' and 'dev' will be for Qt6. See https://lists.qt-project.org/pipermail/releasing/2019-August/002671.html
