On branch move after an integration fail, gerrit produced a commit the sanity-bot didn't like

An integration attempt added patch-set 4, with footers, to the review.
After the integration failed, kleint moved to a new branch.
A new patch-set 5 has appeared, which seems to be a copy of 4, complete with the footers.
This has triggered the inanity 'bot to review the patch and complain about those footers.
It's not clear why the new PS is created; either it should not be created or the inanity 'bot should not be asked to look at it.
