    Description

      After 3.0.2 upgrade Submit button is grey, if user doesn't have permission to submit.
      While is is technically ok, but it is confusing for the user, because in most of the project direct submit is not allowed, Stage button is the one to used.
      Previously the button was hidden.

      For clarity the submit button should be hidden if submit is not possible.
