Switch Windows test machines from ActivePerl to Strawberry perl

      We should investigate switching our Windows test machines from ActivePerl to Strawberry perl.

      The main reason for this would be to get a working CPAN setup, and generally to get a Windows perl which behaves more like the perl on every other platform.

      There is risk that this will break odd things. Symbian builds are at the highest risk of breakage.
