provisioning scripts: build qemu without cloning a git repo

    Description

      Qemu being cloned from upstream git caused integrations to fail.

      Instead we could download the correct source tarball (most likely 2.x) and manually apply the patches.

      Then we could cache the tarball in our internal webserver, so that we don't depend on externals.
