Move Squish pre-installation from provisioning to Jenkins

    Description

      Let's use Jenkins job to make pre-installation for the Squish for every platform. Squish can be archived and cached to ci-files01 from where provisioning script will fetch the pre-installed squish. Squish package is too large to be fetched during RTA jobs so it needs to be fetched during provisioning.

      This will also reduce provisioning flakiness from CI, see https://bugreports.qt.io/browse/QTQAINFRA-3107
