    Description

      The webassemly builds are timing out due to configure spell taking too much time, which is likely due to the compiler fetching external resources.

      This is problematic because it makes the build inconsistent over time. Instead of compiling the resources during configure they should be provisioned and made available on the WebAssembly host.
