Upgrade Emscripten SDK version to 1.39.8

    Description

      Qt 5.15 is drops support for emsdk 1.38.x, so we need to update the version in coin.

      At the same time it looks like the package/distribution URLs have changed, these should be updated as well (see codereview change below for details).
