Sanity bot does not warn on cherry-pick branches

      5.12 branch is in cherry-pick mode, which means that changes posted there are not automatically merged to newer versions.

      It is vital that the sanity bot warns users when they post a change there which is not a cherry-pick, since otherwise important fixes will get lost.
