topic review score handling makes no sense

apparently, topics have actual reviews attached to them. this is fundamentally wrong.
the scores for the topic should be aggregations of the scores for the commits in them. that follows logically from our commit policy (atomic commits), and is the only way to sanely cooperate with the sanity bot (which operates on commits, by design).
