sanity-bot: Do not sanity-check pick-to: footers in wip branches

    Description

      wip branches should not have the sanity bot enforcing rules about pick-to footers when the cherry-pick bot is enabled for that repo. Users pushing to wip branches usually know what they're doing, and warning about missing pick-to footers is entirely noise.
