Gerrit remove 'Reviewed-on' on submit

Security patches in webengine have "Reviewed-on:" tag with the link to chromium review. This is important to keep this link in case of security patches, unfortunately on gerrit's submit tag gets removed. Please note it used to work with old gerrit.
