Allow non-force push rights on clang repositories to clang admins

cadam Needs access rights to allow updating our custom 1.x-based branches in https://codereview.qt-project.org/admin/repos/clang/clazy

So far the permissions there allowed only creating a new branch from an existing upstream commit sha1.

That is not enough permissions to fast-forward update the branches.
