Update Jira Closer bot to use correct transition type based on jira issue type

    Description

      Presently, the Jira closer bot will attempt to close "In Progress" issues with the transition "Fixed", which is invalid for some issue types.

       

      Update the bot to check the issue type and use the correct transition name when closing the issue.
