Use usual permission model for pushing changes to qttranslations

      Currently only people in the Local Owners: Translations group can push changes to the qttranslations repo.

      As per the access rules in https://codereview.qt-project.org/admin/repos/qt/qttranslations,access

      This prevents other developers trying to push manual dependencies.yaml changes.

      It was requested that qttranslations should follow the same pushing permissions as the other qt5.git repos.
