Remove -no-warnings-are-errors for qemu CI builds

    Description

      I had to add -no-warnings-are-errors to get the qemu CI configs to successfully build after the Ubuntu 18.04 -> 20.04 change.

      The warnings should be fixed so that the flag can be removed.
